From One-Off HR Projects to Retained People Partner

I spent twelve years in HR leadership — HR director at a mid-size tech company, then VP of People at a fintech startup through a Series B. In 2019, I left to consult independently. The demand for fractional HR leadership was real: small and mid-size companies that needed senior HR capability without a full-time senior HR hire.

- Fractional HR — 20 hours/month: $5,500/month (active HR management, hiring support, performance issues)
- Fractional HR Director — 40 hours/month: $9,500/month (full HR leadership, team management, strategic HR)
Hourly Consulting:
- HR advisory: $225/hour
- Legal/compliance consultation: $265/hour
- Crisis HR (urgent response, 24-48hr turnaround): $325/hour
The Project Engagement Invoice with Scope Documentation
Every project invoice now includes explicit scope documentation:

- Employee handbook: all required policies, state-compliant (WA), reviewed for legal adequacy

- Out of scope: Legal review, industry-specific compliance policies not listed in SOW
- Phase 1 (Discovery and outline, 25%): $2,375.00 — due at project start
- Phase 2 (First draft delivery, 50%): $4,750.00 — due upon draft delivery
- Phase 3 (Revisions and final delivery, 25%): $2,375.00 — due upon final delivery
- Total project fee: $9,500.00

The “out of scope” line is as important as the “scope of work” section. It explicitly excludes things clients commonly assume are included — like legal review. No surprises, no disputes.
The Fractional HR Retainer Invoice
Monthly recurring invoice for fractional HR clients:

The hours-used summary attached to the invoice shows clients what their fractional HR retainer was spent on. It reinforces value and prevents the “what do I get for this?” question at renewal.

Investigations are billed hourly, not at project fee, because scope depends on what the investigation reveals.
Four Years of Independent HR Consulting
Current practice breakdown:

- Project engagements (2-3 active): approximately $12,000-$16,000/month
- Investigations and crisis HR: approximately $3,200/month average
- Total monthly revenue: approximately $41,000–$45,000/month
I have not had a scope dispute since I rebuilt the billing structure. The scope documentation on the invoice eliminated the ambiguity that created the original problem.
