The Fee-Based Services That Changed My Insurance Practice

By Ray Dominguez, Independent Insurance Agent & Broker — San Antonio, TX

I’ve been an independent insurance agent for sixteen years. For the first thirteen, my income was entirely commission-based — I sold policies, carriers paid commissions, clients paid nothing directly to me. It’s the traditional insurance model and it works. It also creates a specific problem: clients who need your expertise most are sometimes the worst commission opportunities.

A small business owner with complex coverage needs might take twelve hours of analysis and coordination to place properly. If the best solution for them is a lower-premium policy with a specialty carrier, my commission might be $400. The work was worth $1,400. The compensation model had no mechanism to bridge that gap.

In 2020, I began offering fee-based consulting services alongside my commission business. The shift wasn’t about replacing commission income — it was about being able to charge for expertise that the commission model systematically undervalued.

The challenge was that I had never billed anyone directly for anything. I needed an invoice system.

The Fee-Based Services I Added

Insurance Consulting (not tied to a specific policy placement):

When I waive the consulting fee: If a consulting engagement leads to a policy placement that generates commission equal to or greater than the consulting fee, I credit or waive the fee. This approach is transparent with clients and ensures I’m always compensated for the expertise delivered.

The Consulting Invoice Structure

For a small business insurance needs assessment:

Insurance Consulting — [Client Name] — [Date]:

The credit note is non-negotiable for transparency. Texas insurance regulations require disclosure of compensation arrangements. Beyond regulatory compliance, clients appreciate understanding exactly how I’m paid.

Claims Advocacy Invoices

Invoice Flow app invoice editor of an insurance broker — open-enrollment support, plan comparison and a benefits guide as a consulting fee with a note that carrier premiums are billed separately
Your consulting fee, cleanly separate from carrier premiums — allocated to their benefits budget.

When clients have a claim that’s being disputed or underpaid, I help them navigate the process. Claims advocacy is billed hourly because the scope depends on claim complexity:

Insurance Claims Advocacy — [Client Name] — [Date]:

Claims advocacy clients are often stressed and confused. The invoice should be simple and clear — what I did, how long it took, what it costs, what happens next.

Medicare Consultation Invoices

Medicare planning consultations are booked separately from health insurance placement:

Medicare Planning Consultation — [Client Name] — [Date]:

The separation of consultation fee from commission is especially important in Medicare, where HHS has specific rules about compensation disclosure.

Commercial Risk Assessment

Invoice Flow app recurring invoices of an insurance advisor — a monthly benefits administration retainer and a monthly risk management advisory
The benefits-admin and risk-advisory retainers bill themselves — fee income beyond commission.

Larger commercial accounts with complex risk profiles justify a formal risk assessment engagement:

Commercial Risk Assessment — [Business Name] — [Date]:

For commercial clients where I subsequently place coverage:

Corporate HR and Employee Benefits Consulting

Companies that need help designing employee benefits programs need a consulting invoice:

Employee Benefits Consulting — [Company Name] — [Date]:

The Practice After Four Years of Fee-Based Consulting

Commission income (traditional placements): approximately $8,400/month Fee-based consulting income: approximately $4,200/month Claims advocacy: approximately $1,100/month Total monthly income: approximately $13,700/month — approximately 38% higher than pre-consulting model

The fee income didn’t replace commission income — it added to it. The clients who pay consulting fees are also often the ones who eventually purchase policies. The consulting engagement builds the relationship and the trust that makes the placement inevitable.

What InvoiceFlow Does for Insurance Agents

Insurance consulting billing involves one-time consultation invoices with credit note language, hourly claims advocacy billing with claim reference documentation, Medicare consultation invoices with compensation disclosure, commercial risk assessment with deposit structure, and corporate benefits consulting with PO fields. InvoiceFlow handles all of these from one Android app.

Download InvoiceFlow. Build consulting invoice templates with your compensation disclosure language. Add claims advocacy hourly billing. The fee-based income layer doesn’t replace commission — it captures value the commission model systematically misses.
